Earlier this week, Coeur d'Alene was rocked by a senseless act of violence that resulted in the deaths of two firefighters and left a third critically injured. The assailant set a brush fire to lure first responders before ambushing them with gunfire.
This tragic incident claimed the lives of Battalion Chiefs John Morrison and Frank Harwood, while firefighter Dave Tysdal remains hospitalized. This devastating loss has deeply impacted the community, and our thoughts and prayers go out to the families of those involved. We stand in solidarity with all first responders, whose bravery and dedication deserve our utmost respect.
Idaho Begins Its New Fiscal Year Amid Tragedy and Legislative Change
As Idaho enters its new fiscal year on July 1, 2025, the state finds itself facing a mix of somber reflection and important legislative shifts. From a heartbreaking tragedy in Coeur d'Alene to significant new laws taking effect, here's a look at the key events and actions shaping the state.
New Idaho Laws Take Effect on July 1, 2025
Coinciding with the start of Idaho’s new fiscal year, several new laws took effect, reflecting the state’s ongoing efforts to address public safety, infrastructure, and capital punishment. Key measures include:
Senate Bill 1141: Establishes a statewide ban on sleeping in public places in cities with populations over 100,000. This law has sparked concerns from nonprofit organizations about its potential impact on the homeless population.
Senate Bill 1144: Prioritizes safety near schools and parks while limiting the improvement of bicycle and pedestrian facilities in highway projects. This law reflects the state’s focus on safety and infrastructure improvements.
House Bill 37: Makes the firing squad the primary method of execution in Idaho, effective July 1, 2026. This law has reignited debates over capital punishment and the methods used in executions.

Insights from Idaho Power’s Control Center Tour
I recently had the opportunity to tour Idaho Power’s control center, gaining valuable insights into the state’s energy infrastructure, power costs, and the reasons behind rate increases. This firsthand experience reinforced the importance of staying engaged with industries we regulate, as it helps me make informed decisions that benefit Idahoans.
Rooftop Solar and Export Credit Rate (ECR)
During the tour, we also discussed rooftop solar and the Export Credit Rate (ECR), as we have received a lot of questions on this matter. The Idaho Public Utilities Commission (IPUC) is currently reviewing the annual update to the ECR, which compensates customers for the energy they export to the grid. The decrease in the ECR is due to lower energy market prices in 2024 compared to 2022. The ECR methodology, finalized in 2023, ensures that Idaho Power compensates solar generators fairly based on avoided costs, not profit.
Idaho Power tells us that it does not profit from this update; all compensation is paid through the Power Cost Adjustment (PCA), with the rate set by the Commission, not the company itself. Public comment and workshops have been part of the process, and we await a final decision from the IPUC.

Planned Parenthood Defund Day and Congressional Action
On June 28, pro-life advocates across the country observed Live Action’s Planned Parenthood Defund Day, a day dedicated to raising awareness about the organization’s use of taxpayer dollars and the ethical concerns surrounding its funding for both abortions and hormone blockers for children. This day saw participants across the nation demanding the defunding of Planned Parenthood. The event was highlighted in an article by Live Action, which detailed the powerful statements of leaders involved in the movement. In Idaho, it was especially significant because, on the same day, an organization launched their ballot initiative signature drive to bring abortions back to Idaho
In Congress on July 1st, significant progress was made as the House passed a resolution to defund Planned Parenthood, reinforcing the broader movement to reallocate taxpayer dollars to health services that do not involve abortion. This Congressional action represents a significant step in the ongoing debate about public funding for Planned Parenthood and reflects a growing call to redirect funds to organizations that align with pro-life values.
As someone who put on the event at the Meridian, Idaho Planned Parenthood location, I stand in solidarity with those advocating for the defunding of Planned Parenthood. This day serves as a reminder that we must continue pushing for policies that respect the sanctity of life and ensure taxpayer resources are allocated to organizations that reflect the values of our community.
